The Inner Harbour: Yes, It's Touristy. Go Anyway.
The Inner Harbour is the postcard version of Victoria, and honestly, the postcard is pretty accurate. Float planes landing on the water, the Empress Hotel looming in the background, buskers doing their thing on the causeway — it's genuinely lovely, especially at golden hour.
The walk itself is completely free. Grab a coffee from Serious Coffee on Government Street and just wander. You'll loop past the BC Legislature, the Royal BC Museum (check for free evening events — they run them periodically), and out toward Fisherman's Wharf if you keep going west along the water.
Fisherman's Wharf
This is a fifteen-minute walk from the Inner Harbour and one of the most charming spots in the city. It's a floating village of colourful houseboats, fish-and-chip shacks, and — if you're patient — harbour seals loafing around the docks. Grab fish and chips from Barb's (cash only, line moves fast) and eat on the dock. Around $15–18 for a solid meal.

Free and Cheap Victoria BC Attractions You'll Actually Like
Beacon Hill Park
Skip the paid gardens and head to Beacon Hill Park instead. It's massive, it's free, and it runs right down to the ocean at Dallas Road. There's a petting zoo (yes, really — also free), century-old Garry oaks, peacocks wandering around like they own the place, and one of the best views of the Olympic Mountains across the Strait. Locals jog here, picnic here, bring their dogs. It's the real city, not the tourist version.
Chinatown
Canada's oldest Chinatown is right downtown, and it's a ten-minute walk from Ocean Island Inn. Fan Tan Alley — the narrowest commercial street in Canada — cuts through the block and is worth a wander. Dim sum at Don Mee Restaurant or hand-pulled noodles at a handful of spots along Fisgard Street will run you $12–16 and are genuinely good.
The Galloping Goose Trail
If you're even slightly into cycling or walking, the Galloping Goose Trail is one of Victoria's best features. It's a converted rail corridor that runs from downtown all the way out to Sooke — about 55 kilometres total, though you obviously don't have to do the whole thing. Even the first 10 km out past Vic West is a great half-day out. Ocean Island Inn has bike rentals if you don't want to haul your own.

A Few Things to Skip (Or Manage Expectations On)
The Butchart Gardens — beautiful, genuinely, but $40+ per person and a 20-kilometre bus ride from downtown. Worth it if gardens are your thing; easy to skip if they're not.
Wax museums and haunted tours — they exist, they're fine, but you're probably better off putting that money toward whale watching or a good dinner.
Renting a horse-drawn carriage — again, charming, expensive, very slow. The city is better on foot.
